There are a few reasons. The biggest one, we want users to be responsible for what they upload, and think about what they're sharing. Meaning, if it's something you think you'll be deleting then you shouldn't have shared it in the first place and you can deal with the repercussions (negative feedback, infractions if breaking a rule, embarrassment if you're ashamed... etc.)
The other reason, the way the hub is created makes it difficult for users to delete games. Looking back, we probably shouldn't have designed it this way, but it's too late now and we have bigger development tasks to worry about right now :).
